Lee’s Summit City Council meets Tuesday, May 12 at 6:00 p.m. in Council Chambers at 220 SE Green Street, with a full agenda that includes a public hearing on a proposed senior living facility, a conceptual incentive request tied to the same site, and a general overview of the North Land Reserve property.
The public hearing covers a preliminary development plan and special use permit for Lee’s Summit Senior Community at 5101 NE Lakewood Way. The site spans 16.95 acres, and the requested permit would run 40 years. A separate presentation from O’Reilly Development Company asks council to consider economic development incentives for a senior living project at the same address.
On the consent agenda, council is set to finalize ordinances on second reading for the amended 1601 SE Hamblen Road LCRA Redevelopment Plan and its accompanying redevelopment contract — both cleared first reading May 5 by unanimous vote. A third consent item covers a property transfer within the Blue Parkway and Colbern Road Redevelopment Area to St. Luke’s East Hospital.
Also before the council: a resolution backing Missouri Opportunity Zone designation for Lee’s Summit, a resolution authorizing successor director appointments to the Southside Plaza Community Improvement District, and a commercial deposit account agreement with UMB Bank.
Ordinances forwarded from committee include the CDBG 2026-27 Annual Action Plan, a $12,788 Justice Assistance Grant memorandum of understanding with Jackson County tied to school resource officers, a school resource officer agreement addendum with the R-VII district, and a fiscal year 2026 budget amendment.
Councilmember Mia Prier’s appointment to the Lee’s Summit Economic Development Board, replacing former Councilmember John Lovell, is also on the consent agenda.
